Special Service Charge Labor rate of the employee performing the search or redaction — applied when processing requires extensive use of information technology resources or clerical/supervisory assistance exceeding the agency's time threshold (typically 15–30 minutes). Rate is based on the hourly pay of the lowest-paid employee capable of performing the task.
